Technical Lead – CAPPS Summary
The Technical Lead – CAPPS is responsible for overseeing the security, integration, and compliance aspects of CAPPS and related systems. This role requires extensive experience in managing security protocols, supporting government application systems, and collaborating with executive and technical stakeholders. The Technical Lead – CAPPS ensures that security standards are upheld, compliance requirements are met, and system functionality is optimized for peak performance and accessibility. The position involves engaging with various teams to address security incidents, implement disaster recovery strategies, and maintain comprehensive technical documentation throughout the system lifecycle.
Duties & Responsibilities
- Manage and maintain security frameworks, including role-based access control and segregation of duties within CAPPS and interconnected systems.
- Supervise secure integration of third-party applications and ensure changes meet security and compliance standards.
- Respond to and analyze security incidents, monitoring privileged access and enforcing security, performance, and accessibility standards.
- Support the creation, review, and execution of security plans and disaster recovery strategies, ensuring system resilience.
- Maintain and update comprehensive system lifecycle documentation.
- Work closely with cross-functional teams to guarantee security, compliance, and optimal functionality of CAPPS applications.
- Participate in the development and execution of strategic technical roadmaps aligning with organizational goals.
- Prepare and deliver executive-level presentations on system security and technical initiatives.

- Extensive experience supporting or working with public sector entities, particularly in government agency environments.
- Demonstrated technical expertise in supporting application systems such as those developed by the Comptroller of Public Accounts (CPA).
- Proven ability to create and manage strategic technical roadmaps, coupled with strong planning and cross-functional communication skills.
- Experience in preparing and delivering high-level presentations to executive stakeholders.
- In-depth knowledge of data integration, software development lifecycle (SDLC), and IT security control practices.
