Solution Architect – CAPPS Summary
- Lead the design and strategic planning of enterprise application systems, specifically the CAPPS program.

Duties & Responsibilities
- Define and evolve product strategy for CAPPS to meet government objectives and technical requirements.
- Translate high-level business goals into actionable technical roadmaps and architectural designs.
- Partner with managed service providers to evaluate solution architectures, assess technical trade-offs, and oversee implementation quality.
- Review and approve solution proposals to ensure compliance with the enterprise ecosystem and adherence to best practices.
- Provide architectural leadership for modernization projects, including cloud migration and large-scale system upgrades.
- Collaborate closely with executive leadership, technical teams, and external vendors to achieve project milestones.
- Prepare and deliver executive-level presentations and project updates as required.
- Interpret contractual language and manage vendor accountability throughout the project lifecycle.

Qualifications & Requirements
- Extensive experience working with or supporting public sector or government agencies, particularly within the Texas state government environment.
- Strong background in technical activities related to application system development and support, especially for CPA application systems.
- Proven expertise in developing and managing strategic technical roadmaps that balance planning, technical insight, and cross-functional communication.
- Demonstrated ability to prepare and deliver executive-level presentations.
- Experience with interpreting contracts and holding vendors accountable for delivery and performance.
- Hands-on experience with modernization projects, digital transformation, and cloud adoption initiatives.
