The Proposal Manager is responsible for managing all aspects of proposal development, from the initial opportunity assessment through to the final submission. Working closely with cross-functional teams, this individual ensures that all proposals meet compliance requirements, are compelling and well-organized, and position Decypher as a leader in the Federal healthcare services market. The Proposal Manager also supports strategic business development initiatives and contributes to the continuous improvement of proposal processes and best practices.
This role requires a combination of exceptional project management skills, a keen attention to detail, and outstanding written and verbal communication abilities. The successful candidate will bring expertise in Federal acquisition processes, experience leading proposal teams, and a proactive approach to identifying and overcoming challenges throughout the proposal lifecycle.
Proposal Manager - Summary
- Lead comprehensive proposal management efforts for Federal and DoD contracts.
- Coordinate cross-functional teams to develop high-quality, compliant, and competitive proposals.
- Ensure alignment with Decypher’s mission to provide exceptional support for veterans, service members, and their families.
- Drive process improvement and support business development initiatives in a dynamic work environment.
Duties & Responsibilities
- Analyze solicitation documents, including RFPs, RFQs, and RFIs, to determine requirements and shape response strategies.
- Organize and lead proposal teams consisting of internal staff, subject matter experts, subcontractors, and partners.
- Develop and manage proposal schedules, outlines, compliance matrices, and submission plans to ensure timely and accurate delivery.
- Direct all phases of proposal development from kickoff to final production and submission.
- Guide contributors in persuasive proposal writing, compliance adherence, and best practices.
- Ensure all proposal content is accurate, compliant, and tailored to customer requirements.
- Serve as the primary liaison between proposal teams, leadership, partners, and stakeholders.
- Identify risks and resource constraints, developing mitigation strategies to ensure proposal success.
- Coordinate and facilitate color team reviews, incorporating feedback into final proposals.
- Promote continuous process improvement by maintaining documentation and updating proposal templates and tools.
- Support broader business development initiatives as required.

Qualifications & Requirements
- Bachelor’s degree from an accredited institution.
- Minimum of three years’ experience preparing proposals for Federal Government or DoD contracts.
- At least three years’ experience managing team-based projects with multiple stakeholders and deadlines.
- Deep knowledge of Federal acquisition processes and solicitation requirements.
- Excellent written, editing, proofreading, and verbal communication skills.
- Ability to handle multiple priorities and meet strict deadlines in a fast-paced environment.
- Outstanding organizational skills and meticulous attention to detail.
- Self-motivated with the ability to work independently and collaboratively within teams.
- Eligibility to pass a NACI Background Investigation.
- U.S. Citizenship required.
Ideal Candidate Snapshot
- Experience with proposal management tools and collaboration platforms.
- Background supporting federal agencies such as GSA, DoD, VA, DHA, or HHS.
- Holds APMP or similar proposal management certification.
- Proven ability to manage multiple concurrent proposal efforts.
