Medicaid Business Analyst - Summary
The Medicaid Business Analyst is responsible for providing expertise in Medicaid systems and operations, with a strong focus on modernization and process improvement. This role involves supporting the early phases of system modernization, developing detailed requirements for vendor selection processes, and acting as a key liaison among stakeholders, vendors, and operational teams. The Medicaid Business Analyst will help organizations transition from legacy platforms to innovative, vendor-operated solutions, ensuring continuity and compliance throughout every stage of the process. Success in this role requires deep analytical skills, a thorough understanding of Medicaid services, and the ability to communicate complex requirements clearly to both technical and non-technical audiences.
Duties & Responsibilities
- Support the planning and execution of Medicaid system modernization initiatives, focusing on strategy and operational improvements.
- Develop, document, and manage detailed requirements for Fiscal Agent Request for Proposals (RFPs), ensuring alignment with organizational needs and regulatory requirements.
- Assist in the transition planning from legacy Medicaid systems to new, vendor-operated technology solutions, mitigating risks and ensuring process continuity.
- Conduct in-depth analysis of current Medicaid operations to identify gaps, inefficiencies, and opportunities for modernization.
- Serve as a liaison between state stakeholders, technology vendors, and internal operational teams to facilitate clear communication and successful project outcomes.
- Participate in occasional travel for important stakeholder meetings or workshops, typically once per quarter or every four to five months, to ensure project alignment and gather key insights.
- Maintain high-quality documentation and manage stakeholder expectations throughout the project lifecycle.

Qualifications & Requirements
- Five or more years of experience as a Business Analyst or Consultant with a focus on Medicaid operations.
- Direct experience in developing requirements for Fiscal Agent RFPs and supporting state agency initiatives.
- Comprehensive understanding of Medicaid operational services, including claims processing, provider management, and fiscal operations.
- Previous work experience with state agencies, consulting firms, or Medicaid-focused vendors is highly desirable.
- Demonstrated familiarity with Medicaid modernization strategies and fiscal agent transition processes.
- Exceptional written and verbal communication skills, with the ability to clearly convey technical and business requirements to diverse audiences.
- Proficiency in documentation, stakeholder management, and independent project execution.
