Lead Business Analyst (BA) - Summary
- Lead and manage the requirements documentation process for the WIC MIS system.
- Coordinate day-to-day activities of assigned staff, ensuring alignment with project goals and milestones.
- Utilize project management methodologies to deliver comprehensive business and gap analysis, supporting compliance and system enhancement initiatives.
- Collaborate with both technical and non-technical stakeholders to identify, document, and prioritize system requirements.
Duties & Responsibilities
- Develop, manage, and implement a project plan for the WIC MIS requirements documentation process, ensuring alignment with organizational objectives.
- Coordinate all project activities, including reviewing current MIS functionality, translating business needs into system requirements, and conducting gap analyses against federal, state, and program standards.
- Oversee the creation and maintenance of accurate, detailed system requirement documentation, ensuring effective communication with leadership and stakeholders.
- Provide ongoing support, direction, and guidance to team members, fostering expertise in the assigned applications and ensuring consistency in requirements development.
- Lead efforts to obtain stakeholder sign-off on requirements and priorities, facilitating consensus and alignment across diverse teams.
- Monitor project progress, proactively identify and escalate issues or risks, and provide regular status reports to leadership.
- Perform other duties as assigned to support the overall objectives of the WIC Technology Administration.

Qualifications & Requirements
- Minimum of 5 years of experience as a Business Analyst, Lead BA, or in a related role.
- Must possess Archer Certified Professional (ACP) or Level 3 Archer Certified Administrator Expert Certification.
- Experience supporting large enterprise or government GRC (Governance, Risk, and Compliance) implementations is preferred.
- Familiarity with security frameworks such as NIST, ISO 27001, SOC, or regulatory compliance programs is highly desirable.
- Experience integrating Archer with ServiceNow or similar ITSM platforms is a plus.
- Demonstrated ability to analyze complex technical and business processes, conduct gap analyses, and develop comprehensive documentation.
- Strong project management skills, with the ability to coordinate multiple priorities in a fast-paced environment.
