The Enterprise Architect (CAPPS) plays a key role in driving technology strategy and digital transformation within public sector organizations. Enterprise Architect (CAPPS) - Summary
- Lead enterprise architecture efforts for the CAPPS Program, supporting large-scale digital transformation initiatives.
- Provide expert consultative services and technical assistance for enterprise technology solutions within a public sector context.
- Establish and implement architectural vision and strategy, ensuring alignment with organizational objectives and regulatory requirements.
- Serve as a key advisor on modernization, cloud migration, and integration of new technologies.
Duties & Responsibilities
- Perform highly advanced, senior-level consultative services related to the support and enhancement of the CAPPS Program.
- Develop and maintain the enterprise technology vision and strategy, ensuring that systems, data, and platforms are aligned with organizational goals and industry best practices.
- Provide architectural leadership for digital transformation initiatives, cloud migrations, and modernization of legacy systems.
- Work closely with vendor partners to identify potential architectural risks and ensure that solutions meet security, scalability, and integration standards.
- Lead the CAPPS Technology Operations section, establishing a clear vision, managing technical challenges, and coordinating technical activities across diverse stakeholders.
- Oversee technical teams and manage relationships with Managed Services providers and outsourced partners.
- Prepare and deliver presentations to executive-level audiences, communicating complex technical concepts in a clear, impactful manner.

Qualifications & Requirements
- More than 20 years of experience supporting or working with Texas state government agencies, with a focus on public sector technology solutions.
- Over 20 years of experience in technical roles supporting CPA application systems or similar enterprise-scale platforms.
- Extensive background in developing and managing strategic technology roadmaps, demonstrating strong planning, technical, and communication skills.
- At least 10 years managing outsourced technical teams and overseeing relationships with Managed Services providers.
- Proven experience preparing and delivering presentations to executive and stakeholder audiences.
