As a Contracts Manager, you will be responsible for managing the complete lifecycle of contracts, from pre-award planning and negotiation through execution, monitoring, and closeout. Your position will support program execution and company objectives by ensuring compliance with all relevant regulations, such as FAR and DFARS, and by maintaining effective communication with internal stakeholders, customers, and subcontractors. Contracts Manager - Summary
- Lead and manage the end-to-end lifecycle of government and commercial contracts, ensuring regulatory compliance and alignment with company objectives.
- Oversee all aspects of subcontract and supplier management, including agreement development, compliance monitoring, and corrective action planning.
- Support proposal development, cost analysis, and program execution activities in collaboration with cross-functional teams.
- Play a critical role in supporting Decypher's mission to provide and support quality care for veterans, service members, and their families.
Duties & Responsibilities
- Manage the full lifecycle of contracts, from pre-award strategy through closeout, including negotiation, administration, and compliance monitoring.
- Administer and monitor multiple contract types, such as Cost-Reimbursement (CPFF, CPAF), Time & Materials (T&M), Indefinite Delivery/Indefinite Quantity (IDIQ), Firm Fixed Price (FFP), and Joint Funding Agreements (JFA).
- Facilitate pre-award and post-award activities that support company programs and initiatives.
- Develop cost proposals, perform cost analyses, and collaborate with program teams to manage budgets and funding matters.
- Negotiate and issue contract modifications, manage contract closeouts, and conduct post-award conferences and debriefings.
- Lead the development, distribution, and management of all subcontract agreements, including independent contractor arrangements, and ensure flow-down of prime contract requirements.
- Monitor supplier performance, ensure compliance with insurance, funding, staffing, and SCA requirements, and oversee subcontracting plans and eSRS reporting.
- Select or recommend subcontractors, prepare and issue subcontract awards, and administer subcontractor relationships.
- Handle compliance events and implement corrective action plans as necessary.
- Participate in proposal development, pre-proposal planning, and support post-award execution activities.

Qualifications & Requirements
- Proven experience in contract and/or subcontract management within government or commercial settings.
- Strong working knowledge of contract structures, content, and regulatory requirements, particularly FAR/DFARS.
- Familiarity with various contract types, including Fixed Price, Cost-Reimbursement, and Time & Materials.
- Exceptional written and verbal communication skills.
- Ability to work independently with minimal supervision while managing multiple priorities.
- Advanced proficiency in Microsoft Word and Excel.
- Strong organizational skills and attention to detail.
- Bachelor’s degree preferred.
- U.S. Citizenship is required for this position.
