Duties & Responsibilities
- Review proposal specifications, drawings, and attend pre-bid meetings to fully assess the project scope and requirements.
- Visit project sites as needed to gather information essential for accurate bid preparation and estimation.
- Determine labor, material, and equipment needs, and use this analysis to prepare comprehensive bid and estimate proposals.
- Submit completed proposals to project owners, managers, or general contractors, and provide clarifications as required.
- Offer professional service to clients and customers, including design support, planning, and pricing consultation.
- Administer awarded contracts and manage associated documentation throughout the project lifecycle.
- Coordinate with Estimating Managers, Construction Managers, and field leadership to define project objectives, procedures, schedules, and performance standards.
- Provide direct or indirect supervision of field personnel, including crew members, foremen, or superintendents as needed.
- Maintain meticulous documentation of work quantities, values, and completed milestones to support future project forecasting.
- Support construction and operations teams to ensure efficient project execution, including scheduling, procurement, and change order management.
- Monitor subcontractor performance and coordinate with contract administrators on financial matters such as billing, payments, and collections.
- Take full responsibility for managing projects you have bid on unless reassigned, ensuring adherence to schedule and budget.
- Troubleshoot and resolve project-related challenges, including material quality, equipment operation, and production issues.
- Ensure compliance with all relevant safety and environmental regulations and standards, including MSHA, OSHA, EPA, and DNR requirements.
- Foster positive relationships with internal and external stakeholders through professionalism and strong interpersonal skills.

Qualifications & Requirements
- Bachelor's degree in Civil Engineering, Engineering Management, Construction Management, or equivalent experience.
- At least 5 years of direct experience in heavy civil construction, particularly with underground utilities, grading, or paving projects.
- Proficiency in MS Office applications (Excel, Word, PowerPoint) and AutoCAD.
- Experience using GPS-based survey equipment and software.
- Valid driver’s license and acceptable driving record.
- Strong communication skills and ability to interact positively with customers, vendors, and internal teams.
- Preferred: Familiarity with construction accounting, job costing, HCSS or other estimating software, and advanced survey experience.
